If you registered the domain name though a different provider, such as GoDaddy, you can simply start up with a new Web host, transfer your domain name servers to them (ask tech support how), and all will be fine.
Otherwise, if your Web host also registered your domain name for you, you will likely need a new Web professional to help you determine how to regain control of your domain.
This is technically something you could do yourself with a whois query and some effort, but if you don't know how, the process will take much longer and be much more difficult than simply paying someone to fix it for you.

I suggest Freewebs, but if this is a professional website, I don't think your clients will remmber the long address. I higly reccomend T35.com, if you have experience with web design, but it contains a pop-up ad on the index. You can't get one for free that works with Frontpage, because you would need an FTP sever which is really expensive. If you learn HTML, that would be helpful, or you could manually save the files in Frontpage, an upload it to whatever server you plan on using, but is will take some time and effort :D

no, but I would suggest that if you are gonna serve MP3 files you can do one of two things.
1) get an off shore host, that dosn't care what you put on their servers.

I wouldn't recommend that you use their domain names because you always want a unique domain name. I do use the free hosting for one of my wordpress blogs. I have my other blogs hosted there also along with the domain names.

If you run your own server you can do any downloads and upgrades, run whatever software you want. But YOU have to manage it and make it work. You'll probably be running older software because you don't want to take the whole system down, and possibly not get it up again, to upgrade. If you have a power outage you are completely offline and unavailable to your customers.
If you have a dedicated hosting service like GoDaddy, Google or Yahoo, they have hundreds of engineers and IT people constantly maintaining and managing the servers, with multiple backup systems and virtually unlimited bandwidth. You can do it with Dreamweaver or Notepad - since it's all text.
You'll need a sign-up page and the code behind it, and a login page and the code behind it. It's FAR too much code to post here.
You first need to know whether you're on a Windows server (ASP and MSSQL) or a Linux box (PHP and MySQL) - GoDaddy offers both and it was your choice when you signed up.
Then either look for a CMS with login and read the code to see how it's done, or do a web search for web login systems. (You WILL have to understand either ASP or PHP, SQL and, possibly, Javascript. You CAN NOT create a system like this with drag&drop and clicking buttons.)

I am sorry to be like this, but if you have no capital to put into it and you do not have experience with templates, short of a family member saying hey come manage this hosting company for me, you will not be able to own a hosting company.
honestly you may want to rethink trying to start just a hosting company. There are entirely way too many of them out on the market right now. You would be competing with companies like hostgator.com, godaddy.com and many more multi-billion dollar corporations who have already established themselves.
If you are active on a computer, why don't you look into getting something done to where you can make some supplemental income for yourself so that you can have the capital it takes to put into a project like starting a hosting company, if that is what you want to get into. Just weigh out the positives and negatives. Granted that would be a monthly income that you really only have to get accounts from individuals from but the negatives about it is that you have to insure your customer that you would be able to keep their sites up and running at least 98.9% of the time.
You may want to look into getting a reseller account with hostgator or godaddy. I am not saying that this is the best solution by anymeans and that also requires about 0.00 / month to get involved with. It just seems that you are looking for someone to say "here you go" with nothing to bring to the table on your end. If i am wrong then I apologize.

It depends on what you're doing, and what you know. If you know nothing at all, well, it still depends on what you'd like to do.
If you're just looking to put a brochure-type site up with some basic methods of contact, on your own domain, plan on around 100 bucks per year. With that, you can get hosted on a Linux server that will handle everything you need. You should be able to get some databases in there with that, and have the capability to put up dynamic content with PHP (or a few other options).
If you want a site that people can buy things on, that is dynamic, that handles purchasing and information...basically, an interactive online business..you can still do it for cheap, as far as hosting goes. You will need to find a reputable consultant to get the whole thing off the ground though, and that will cost you a few grand at least.
You will see, while you shop, Windows and Linux hosting environments. A Linux environment is generally MUCH cheaper, and you don't need to worry too much about the difference so long as you are not putting on a major website.
Personally, I recommend Bluehost.com for hosting. I've been with them for 3 years, and they have always made me happy. Their entire operation is based in the US, and they are dirt cheap. Also, you don't have to worry about bandwidth or storage, since they give you an unreal amount of it.
