Want to use cgi, but the hosting package doesn't support it (or PHP etc). Can it be done?

You will need to host your feedback form with another hosting company. You can then import that web page to any page of your web site.
I suggest you to host your web site with another hosting company which supports php. Check http://neond.com
This is the best thing to do rather than integrating your feedback form hosted on other server.
